As a 19-year criminal defense attorney whose work includes extensive Federal cases, easily 85% of my client are and have been Black or brown. THESE are the "homegrowns," esp those with career-criminal status. These non-White fully American citizens with Eighth Amendment rights against "Cruel and unusual" punishment are Trump's low-hanging fruit. There are 1.3 million Americans in prison, with approx. 160,000 in Federal custody. At ca. $50,000 / inmate annually, that's not a big number, but the impact would be gargantuan.
